Tier A — Certified operator dossier issuance

Full audit against NZ REDCA Standard covering facility controls, SDS alignment, segregation, downstream vendor questionnaires, Basel / export documentation where applicable, dangerous goods competency, indemnity thresholds, QA sampling, cybersecurity of records, grievance escalation, homeowner plain-English appendix.

Indicative: annual certification levy + per-event dossier issuance fee.

Tier B — Workshop / subcontractor onboarding

Lightweight playbook for electricians performing swap-outs — ensures only operators authorised to seal the dossier initiate chain-of-custody; includes template customer communications and insurer letter pack stubs.

Indicative: per-seat training + auditing spot checks.

Tier C — Insurer verification API (future-state)

Machine-readable attestations keyed to dossier hashes for storm + fire peril teams — complements human-readable PDF dossier summaries.

Indicative: per-verification call + SLA packages.

Outputs every disposal should produce

  • Hazard characterisation referencing manufacturer ID plates, estimated weight splits, SDS where applicable, photographed serial capture.
  • Pack / vehicle documentation for dangerous goods moves (copies archived with dossier hashes).
  • Downstream recycler / smelter confirmation with permit references (NZ or offshore) and mass balance stubs.
  • Homeowner-facing certificate PDF + insurer summary page with QR deep link authenticity (future rollout).
  • Immutable retention ledger consistent with PCBUs statutory duty for hazardous waste records kept under HSW Hazardous Substances Regulations schedules.
