There is no single permitting regime equivalent to US RCRA cradle-to-grave manifests for homeowner rooftop modules; instead, PCBUs assembling a lawful disposal pathway must blend product stewardship trajectory, hazardous waste guidance, hazardous substance workplace duties, DG transport obligations, landfill acceptance policies, Basel export controls (where offshore recovery is the practical route today), insurer evidence expectations, subcontractor competency, and landfill / transfer station contractual terms.
